I could not include Mr. Deisch's letter to the mayor as it was on his letterhead and the file was too big to send.

 

This should suffice; Mr. Deisch is one of the 36 contractor/builder/developers I contacted recently.

Sean,  I appreciate your response.
 
Attached please find a letter I sent to the Mayor prior to the adoption of the UDC stating some of my concerns. 
 
For example, the Cheyenne Kubota Cold Storage Building was canceled because the owner would have been required to pave the parking lot and other site improvements, install fire hydrants, and plant numerous trees and bushes, detention ponds, etc, etc that easily doubled (and almost tripled) the cost of the project.
 
The zoning ordinances restricted Bob and Nadene Desserich from using THEIR property to its full extent.  These ordinances also, obviously, caused lost revenue to many local business, not to mention, the City of Cheyenne and Laramie County.
 
I feel the UDC wants smaller "compact" cities with in cities.  The idea is people will stay, work, and live in the smaller areas.  This idea looks great on paper, but has no practicality.  A developer should not have to set aside land for multi-family and business areas when they want to develop single family home lots, or vice versa.
 
Requiring developers to set aside park and "green" space is another concern.  It is a shame to require a developer, who have invested THEIR own time and money in a piece of land, set aside a certain percentage of that investment for recreation, when the City of Cheyenne sells perfect "green space land" to a private interest (Menards).
 
The UDC expands itself beyond just zoning by dictating layout, ingress, egress, doors, windows, colors, facades, materials, etc, etc.
 
Private property owners should have the right to use THEIR property.
 
Also, on the Dinneen Building, it is still very much a "buyers" market.  Everyone in the private sector is very aware of this.
