Here is a link for Plan Cheyenne -->>Link Here<<--

Good Afternoon All,

Attached is a copy of the Plan Cheyenne amendment dated 21 February 2014.  The MPO provided a copy of this to the SCCDA late Wednesday afternoon.  After comparing the new draft as opposed to the old draft, the summary of changes does not appear to be anything significant nor what we have been asking for. It is attached for your review.  I am also drafting a letter requesting a delay from the Committee of the Whole back to the Full Body in order to allow constituents to review and comment on the amendments.

Note that on 4 March at 6pm, the City Council Committee of the Whole will discuss Plan Cheyenne.  It is OPEN for public discussion.  Please come to the hearing prepared to express your comments, concerns, and possible amendments to the plan.  This is your opportunity to let the council know how you feel.  I would highly recommend emailing them a list of comments and concerns in advance so that they can read, review, and possibly address those concerns on Tuesday.  I know that they Mayor discussed moving the meeting to a larger location, however, I have not seen or heard of a change.  If you see or hear something, please reply to all so that we can all be informed.

The next scheduled meeting with the City Council is the Full Body on 10 March at 6pm.  If we can get the requested delay, we'll certainly let you know.  But, put it on your calendars as well.

The County Commissioners meeting will be held on 11 March at 5pm at the old courthouse.  This hearing will also be OPEN to the public for comment.  Again, please come prepared as you will for the city.

There is going to be  round table interviews at the library on Saturday at 2pm.  Commissioner Hasenauer and Stacey Lynne will be there.  If you plan on attending, please let me know.  I believe that it will be video recorded as well.

I would encourage each of you to reach out to your neighbors and local businesses.  See if they have heard about Plan Cheyenne.  I've heard from several folks that they aren't even aware of what's going on.  Without the newspaper and our local tv news station, there are many folks who are not in the loop.

Have a wonderful weekend!  Laura

& also letter to the Mayor from Jeff D. -->>Link Here<<--
Finally my last email.

To All,

I could not include Mr. Deisch's letter to the mayor as it was on his letterhead and the file was too big to send.

This should suffice; Mr. Deisch is one of the 36 contractor/builder/developers I contacted recently.

Subject: Re: UDC & Dinneen Bldg

Sean,  I appreciate your response.

Attached please find a letter I sent to the Mayor prior to the adoption of the UDC stating some of my concerns.

For example, the Cheyenne Kubota Cold Storage Building was canceled because the owner would have been required to pave the parking lot and other site improvements, install fire hydrants, and plant numerous trees and bushes, detention ponds, etc, etc that easily doubled (and almost tripled) the cost of the project.

The zoning ordinances restricted Bob and Nadene Desserich from using THEIR property to its full extent.  These ordinances also, obviously, caused lost revenue to many local business, not to mention, the City of Cheyenne and Laramie County.

I feel the UDC wants smaller "compact" cities with in cities.  The idea is people will stay, work, and live in the smaller areas.  This idea looks great on paper, but has no practicality.  A developer should not have to set aside land for multi-family and business areas when they want to develop single family home lots, or vice versa.

Requiring developers to set aside park and "green" space is another concern.  It is a shame to require a developer, who have invested THEIR own time and money in a piece of land, set aside a certain percentage of that investment for recreation, when the City of Cheyenne sells perfect "green space land" to a private interest (Menards).

The UDC expands itself beyond just zoning by dictating layout, ingress, egress, doors, windows, colors, facades, materials, etc, etc.

Private property owners should have the right to use THEIR property.

Also, on the Dinneen Building, it is still very much a "buyers" market.  Everyone in the private sector is very aware of this.

Thanks,

Jeff Deisch,
