Last year the annual UDC review started with a public hearing at the library.  The Wyoming Tribune Eagle reported the public response was to repeal the UDC.  This year the planning staff avoided the possibly of an uncontrolled public relations disaster by cancelling the public hearing.  The 2014 review moved directly to the required advertisement for written inputs.  The staff did post a form to be submitted for the review but it had two problems.  The first problem, it could not be filled out on-line.  The second problem, the format was not compatible with any standard word processing program.  I think the planning staff is trying to obstruct citizen inputs on the UDC.

Since 2010, contract planners have not been able to sell a single UDC type plan to our SE Wyoming citizens.  For example, after weeks working with the contractors on plans for their community, every volunteer in Plate County and Cheyenne voted to kill the resulting plan.

The UDC is designed to reduce individual freedom and private property rights and any planner who can get a UDC plan past the citizens earns bragging rights.  This is illustrated by the following article from the online edition of The Western Planner.

“On January 23, 2012, the Cheyenne City Council adopted the city’s new development regulations with an effective date of April 30, 2012. The Unified Development Code (UDC) will work toward implementing PlanCheyenne.”

“The UDC Project has taken over four years to reach adoption including multiple draft and review iterations that involved intense participation from the building and development community. Planning and Development Director Brandon Cammarata , AICP, was the project manager for this significant endeavor.”

Other articles on this website deal with ways to take private property rights without the problem of compensating the owners.

The 4 March, 6:00 PM, City Council Committee of the Whole is important.  This gives concerned citizens the first opportunity to talk directly to the entire City Council you elected to protect your Wyoming values.
