PlanCheyenne; from a historical perspective from long-time native of Cheyenne

Elites in executive branch positions occasionally try to trade citizens’ rights away; fortunately the legislative branch often steps in to protect their citizens.  Three recent examples:

1. President Bush signed “The UN Agenda 21 Treaty”, but the senate rejected it.

2. The Obama administration signed “The UN Small Arms Control Treaty”, but the Senate rejected it.

3.  Our local elites hired “UN controllers” to work with local volunteers to write land use plans for Platt County and Cheyenne, Wyoming.

In Platt County Wyoming, when volunteers saw the plan looked like “PlanFt. Collins,” they organized, protested, and collected several hundred signatures.  Then they showed up in force at the Platt County Commissioners meeting.  Their elected representatives listened, and voted down “The High Plains Initiative.”  Platt County was not the first county to rebel against the UN controllers. The Google search “County rejects Agenda 21” produced 16,600,000 hits.

In Cheyenne, the volunteer Planning Commission also voted to kill the UDC, but the Mayor proceeded to violate the public trust by lobbying for the 700-pages of UN control documents.  Unfortunately our City Council failed to protect our freedom and private property rights at that time.  Now our City Council has a second chance to reject the UN controllers and become one of the 18,800,000 hits Google found for “City rejects Agenda 21.”

I request our elected representatives table PlanCheyenne/UDC and form a new committee.  This new committee will be an actual citizens committee selected by their peers to represent:  architect, engineer, downtown retail, SSCDA, builder, land developer, landowner, and historic preservation communities.  The committee should be funded to hire administrative and legal assistance.  City and county planners should be available for technical consultation.

If federal highway funding is being held up until a plan is adopted, Tom Mason (MPO) needs to explain to the committee what design issues need be considered.  Since the MPO plan is already a year overdue, another delay should not be an issue.
