The issue: A public hearing on PlanCheyenne last week ended up in a five-hour convention for Agenda 21 conspiracy buffs.

We believe: Every modern community needs a plan to guide growth. Local governments must stand up for that in the face of misguided residents.

It was quite the circus last Tuesday evening at the Municipal Building in downtown Cheyenne. What should have been a routine sign-off on the master plan for the city turned into a free-for-all for conspiracy theorists to push their misguided agendas.

A lack of understanding was in ample supply at the Committee of the Whole meeting. The committee, made up of City Council members, minus the mayor, was looking to recommend approval of an amended resolution to update PlanCheyenne, this area’s plan for growth.

The resolution consisted mostly of changes to language, and it should have been a no-brainer vote. In the end, after five hours of debate and testimony, the latter coming mostly from the anti-Agenda 21 crowd, enough sensible members of the committee voted in favor of the resolution (6-2) and the issue now goes to the City Council on Monday.

What folks should keep in mind is that the frenzy seen at Tuesday’s meeting does not represent the opinion of the majority of residents in Cheyenne. In fact, some people in the crowd Tuesday weren’t from the Capital City at all. They are part of the fear Agenda 21 movement that believes the United Nations is trying to control America through cities’ master plans for development.

It is ridiculous to think that there is some grand scheme behind PlanCheyenne or any other plan for future development. But the conspiracy theorists like to take bits and pieces of issues and roll them around in their heads until they make connections that match their agendas.

These people don’t even realize what they’re fighting against. With PlanCheyenne, they are seeing ghosts where none exist. Every modern city has a plan to properly manage its growth. It has to have one. Planning can protect a city’s culture, it can improve quality of life of its citizens, and it can make sure a city grows in the right way, without causing major disruptions to its citizenry.

And, in this instance, it can secure money that can be used to improve its infrastructure. Both the City Council and the Laramie County Commission must sign off on PlanCheyenne every five years to be eligible for federal grants. In the last seven years, that has been some $110 million.

But the conspiracy theorists don’t care about that. Indeed, County Commissioner M. Lee Hasenauer urged the committee Tuesday to “cure the addiction to federal dollars.”

Really? Maybe a good way to cure that addiction would be for Mr. Hasenauer to pony up the $100 million himself. Until then, Cheyenne n and Laramie County, which Mr. Hasenauer is supposed to represent n needs to secure every dollar it can get, even evil federal ones.

One theme that resurfaced throughout the night Tuesday was an irrational fear of bike paths. What in the world could these folks have against bike paths, you wonder. Well, we wonder that as well.

Some seem to think that the only reason a city builds bike paths or supports other alternative forms of transportation is so it can outlaw cars.

Of course, that’s ridiculous, but there is a bit of truth in there. A city does hope to reduce vehicle traffic and air pollution by supporting alternative forms of transportation. The conspiracy buffs take that nugget of truth and twist it around to try to convince themselves that these bike paths will expand until there is no room for pickups.

We feel for the sensible members of the Committee of the Whole who had to endure five hours of nonsense Tuesday. And we are shocked that two members of the council n Annette Williams and Mike Luna n supported this craziness.

We wish we could say things will get better from here. Unfortunately, Tuesday was just the first step.

PlanCheyenne goes before the council and the County Commission on Monday and Tuesday, respectively.

The conspiracy theorists will be out again, and city and county leaders will have to hold their tongues when someone stands up and says that Fort Collins, Colo., has insufficient affordable housing because of its master plan for development. Or that they shouldn’t follow a plan here because all cars will be outlawed and residents will all have to ride bikes back and forth to work every day.

Come to think of it, though, riding a bike can be a good way to clear one’s mind. There are certainly a few minds in this community that could use a good clearing.

Plan Cheyenne is funded by map 21 a Barabra Boxer bill with lots of regulations attached.

KHNC Agenda 21 in South East Colorado 3-7-14 -- like what we are fighting with Plan Cheyenne


Plan Cheyenne - Cheyenne City Council: What were you thinking Tuesday night? Are you out of your freakin minds?

I've read ALL of the Plan, have you? Doubtful considering your votes! Who's squeaky wheel is getting the grease by supporting and voting for this proposed Plan? Follow the money!

Has the Council made a big mistake in the past and no one on the current Council is adult enough to admit it and try to correct it?

We thought you were our elected councilmen/women and representatives but you didn't represent us or the city very well, if at all, Tuesday night! Ms Williams was amazing in at least showing a pair of cajones for Ward 1. Mayor Kaysen and Commissioner Thompson looked like the buffoons they are while apparently laughing at and disrespecting Commissioner Hasenauer during his statement at the lectern.

This thinly-disguised property-grab 'Plan" is going to cost us an arm and a leg in income, property values and creature comforts (also known as 'Quality of Life') not only here in Cheyenne but also in the county. It is a killer, particularly for Senior Citizens and retirees who live on a fixed income and own property here in Cheyenne and Laramie County. When the SHTF and the smoke clears, I predict PlanCheyenne will greatly reduce property values FOR EVERYONE.

Choices have consequences and unless you change your vote to
NO
on this 'Plan' next Monday you will have shown yourself to be totally unreliable and untrustworthy as representatives of the public and the public treasury. From that point on we will have no choice but to support all ya'lls opponent's candidacies and informing all our friends and neighbors how you sold us out!

This is specifically addressed to those of you who apparently don't have a clue who you work for and furthermore could care less! You know who you are!

Support for a ballot Vote: - Plan Cheyenne

Hi all!

 

Wow!  Hope you're all reading the Wyoming Tribune Eagle.  I LOVE that sidebar feature where we all can sound off on PlanCheyenne and the Bikes Rule mentality.  (What ever happened to bike stands and

cross walks as simple solutions, by the way?)

 

Reminder:  Meeting Saturday, Egg and I, 10:30 - Noon.

Stacy Lynne and Tim Bieligk will be the main presenters

as they both have critical updates to provide us as we

move forward, and with little time to do it.

 

Amendment Update:  This is still a work in progress but Councilwoman Annette Williams promised to present an amendment (to the amendment thrown together and and thrown at us on the 4th?) to get PlanCheyenne to the vote of the people.  Remember: City Council votes on Monday the 10th; County on the 11th.

 

Lastly, and if you were not present late at night on the 4th of March as a lot of us were, and, as we (and 40 good arguments against P/Cheyenne later) were summarily dismissed as a predetermined agenda for approval of PlanCheyenne with amendments were suddenly and haphazardly thrust upon, not only us, but at least one of the unsuspecting city council members (most of the others on the dias appeared either dazed or possibly bored with our constant voice of dissent over probable approval of updated P/Cheyenne); here is the email correspondence between our elected county commissioner WHO WAS BYPASSED IN THE WHOLE DRAFTING PROCESS and City Councilman, Dr. Rinne (WHO OBVIOUSLY WASN'T) presented the hastily drawn amendment which required almost instant approval vote from the council members, most of whom were in automatic approval mode anyway.

I will never ignore the constitution or the Red White and Blue Americans that live in Laramie County. NEVER SIR,NEVER they deserve a chance to vote on this issue its the republic's thing to due. The only way you the city council have followed the constitution lately is by the court order. Remember and then you Councilmen  Dr. Rinne still did not obey there ruling on the constitution you still voted against there wishes to keep the sign ordinances. So don't lecture me and don't worry  we will and have documented your voting record and rest sure you WE THE PEOPLE will never forget it.

The constitution gives the people the right to decide all issue's. I amazed at your arrogant response to the people wishes to have a simple vote. These are my bosses that I represent laramie county constituents I would ask you show them some respect. And I will defend there right in a free republic tell my death, and I will discharge the duties of my office with fidelity SO HELP ME GOD. The people have the authority and will have the last say so in all this issue. Even if the have to wait tell the next election.

This is the only true statement you have made and I take it as a complement so thank you.

I don't remember mentioning democracy kind sir,next time just answer the question Yes or No ok?  Please take the federal dollars out of your ears and listen to the people. They ask for a vote several times during your council meetings to deny them a vote is like what? ( A Dictatorship) I hope the rest of the council can see the in justice of that?

The hypocrisy of your request is stunning.  You have preached to us about the Constitution constantly.    If you are such a student of the document, then you would know that the United States is not a democracy.  It is a representative republic.  We, the City Council members, are the elected representatives of the citizens of Cheyenne. Due to the fact that you were unable to get your way you are now trying an end run around the very document that you profess to love and revere.  Stop wrapping yourself in the Constitution when you think that it suits your limited interests and then ignoring it when it does not suit you.

This short video is terrifying to watch (3+ minutes) as

a property owner, addressing specific and unconstitutional takings of his property and property  rights at a local Township Board, goes over his three minutes and GETS ARRESTED.  The Board, not unlike the

grim-faced city council we observed at our last pubic meeting,  could hardly wait to cut him off.  They knew, after all, who was boss...

 

Another note of real concern: Councilwoman Broyles who was visibly angry at citizens upsetting the decorum of Roberts' Rules of Order, was shocked that

we would ever think that the City Council would use eminent domain as a way to take property.  They would never do that, she said. Never.

 

Well, Councilwoman Broyles, possibly long after you

leave the dais, PlanCheyenne promises just that.  Recent

case in point in nearby Colorado.  Mr. and Mrs. Andy

Barries may experience an unusual and abrupt discontinuance of their rights to private property ownership at the mere whim of Summit County.  Why?

Private property rights are subservient to the interests

of the collective; this time under the guise of (other people's) 'open space' needs.

 

Look at Article 7 of Form-Based Codes in PlanCheyenne's enforcement muscle aka 'Siamese

Twin", the UDC code and judge for yourselves. 

 

7.1.2.a.1: LAND THAT WILL PERMANENTLY REMAIN

UNDEVELOPED DUE TO SIGNIFICANT OR ENVIRONMENTAL FEATURES.  (Remember, you have to look under the rug to see the dirt; read between the lines, please.)

 

7.1.2.a.2:  Undeveloped or rural and estate areas, either

held for future growth or used for ecological support...

("Ecological support"???).

 

The concept is this: a quality environment is what's important when looking at the Barries' property (or YOUR property), and the community's interests are superior to any detriments to the property owner/developer.  (7.1.2.a: Conceptual Framework and T-Zones.)

 

Are our local representative simply naive, as we

clearly see in the miss-cues of Councilwoman Broyles,

or are they simply choosing to dismiss all the well-grounded arguments of the growing number of citizens who not only show up but stay the course each and every time in their demand of constitutional adherence?

 

Final thought:  Monday and Tuesday the PlanCheyenne

hammer comes down on our heads.  We already know by now collusion has taken place and our elected

I went to college near Santa Cruz and spent a few days on the boardwalk, so the speaker from Santa Cruz had special interest for me.
A friend in California told me his county is going to stop road maintenance on most rural roads as part of Agenda 21.
If an issue on the video raises a concern, you can fact check by going directly to the UN documents.
The more we read the UN documents the more reason we have to table all plans for further local study,

 I am very grateful that we have a council member that will ask the "hard" questions.  You are truly a servant of the people....a rare breed these days.


Those in opposition to PlanCheyenne feel that our facts, thoughts, opinions, etc. are not heard nor weighed by those in power.


Perhaps there would be less contention if boards, councils, etc., would be explicit as to how they came to certain conclusions. What the public hears is "we know what is best for you and the community".


It was upsetting that ALL council members did not have the opportunity to review the proposed amendments prior to a vote. In my world, that is not acceptable!


I have attended many meetings pertaining to the "growth and progress" of Laramie County. I can't remember even one where I felt that my input would be considered.  The powers to be had made their decision long before the public spoke!
